Stepped foundation should overlap by twice the height of the step, by the thickness of the foundations by 300 mm, whichever is the greater. By definition its a foundation  which is constructed in a series of steps that approximate the slope of the bearing stratum. The purpose is to avoid horizontal force vectors that might cause sliding.
